Senior Principal

Brian Vogel is a Senior Principal with Quatt Associates. Brian’s practice includes the design and implementation of strategic planning processes, the design of staff and executive compensation and performance systems, and benchmarking of “best practices” for organizational development purposes.

Brian has extensive experience in strategic planning and in the design of compensation and retirement plans for not-for-profit executives. Brians’s legal training also provides an expertise in conducting intermediate sanctions reviews of executive compensation. Brian works extensively with Boards of Directors of not-for-profit organizations to advise them on their compensation and benefits plans.

Brian is the co-author, along with Charles Quatt, of Nonprofit Executive Compensation: Planning, Performance, and Pay, a comprehensive guide to not-for-profit Chief Executive compensation. The second edition of the book was published in October of 2009 by BoardSource.
Prior to joining Quatt Associates, Brian was the Vice President and Managing Partner of Policy Services, Inc., a Washington-based consulting firm. Before that, Brian spent 19 years with the Association of American Railroads, working on a range of policy and legislative issues, including truck size and weight regulation, international trade,agricultural policy, and transportation finance. He left the Association of American Railroads as Assistant Vice President for Policy and Special Projects.

Brian’s client work includes conducting benchmarking studies of organization structure and effectiveness for clients undertaking major organizational change, conducting market pricing and compensation studies for advocacy groups, trade associations, and think tanks, facilitating strategic planning with executive teams, designing compensation and job classification systems, developing performance management systems, conducting opinion research design and analysis, including focus groups and polling, and process reengineering.

Brian is a 1979 graduate of Harvard Law School and a graduate of Harvard College.
